You've got to rev it to get it going. A throttle limiter doesn't sound like a good idea. Fully closed to fully open is.

It is a dirt bike, get him ALL of the proper gear, he will crash But of course the best strategy is to equip your son with proper riding gear, good advise and let him gain experience.
